In an effort to close the existing knowledge gap between the state and its citizens on matters of governance, state obligations, and citizens’ responsibilities, the Ministry of Civic Education and National Unity launched, early this year, what it calls Government – Citizen Engagement Platform dubbed Pabwalo.
Articulating the core purpose of the platform at its launch in Lilongwe, the Minister of Civic Education and National Unity, Timothy Pangonachi Mtambo described the platform as an important for delivery transformative civic education in the country.
“Knowledge is vital for the realization of a working government-citizen relationship which is one of the primary pillars of democracy. This platform is therefore, expected to assist in ensuring that Malawians are well-knowledgeable of the functions of Government Ministries, Departments and Agencies (MDAs).
“The Ministry is spearheading the creation of an open, accountable, and transparent government which is responsive to the needs of its citizens,” said the Minister at Sunbird Lilongwe Hotel where the launch took place.
Echoing the importance of the platform, the Germany Ambassador to Malawi, Jürgen Borsch, said the initiative is an effective tool that the new Ministry will use in delivering effective civic education services, and in promoting national unity and peace among Malawians.
“The delivery of civic education through the Pabwalo Platform will assist in empowering the citizens to demand their rights from the duty bearers and to inculcate a culture of responsibility among citizens,” said Borsch.
He added: “With this platform, Malawians will now be able to engage in an open discussion with public service providers and provide their feedback on how service delivery can be improved.”
The platform will also be a serious and deliberate paradigm shift in the provision of civic education: a shift from provision of information for enlightenment to the facilitation of citizen engagement for effective participation that would generate demand from below and provide feedback on the Public Service and Administration with courage of conviction.
